image upload issues

Hello everyone,
i am getting the HTTP ERROR on every picture i upload
i know that there is alot of topic about this issue.
but i am not able to resolve it.
i have tryied to get the htaccess.php file, but deosn’t exits .
I have delete the files and then re-uploaded to the server alot of times.
and make sure that every file is uploaded
the picture that i am uploading is just 500 kb 900 X 600
i tried different themes, but same thing.

anyone that can help to resolve this issues once and for all ?
