    I do understand your worry here but as long as they are signing up more than once with unique emails, there isn’t really a way to stop the second sign up. While the names may be similar or even identical, it’s the email that is used as the unique identifier.

    You can set up the 10% discount as a coupon and only allow it to be used once per customer. This means that if they do sign up for a second discount coupon and want to use it, they would have to create a different customer account on your site or at least checkout using a different guest email address to be able to make use of it. You can also set each code to only be used once.

    You’d want to use the Usage Restriction and Usage Limits fields here to only allow one coupon per email / account.

    While this still won’t stop very determined cheaters in the system, at least it will make it as difficult as possible and will also prevent them from “stacking” discounts so they are getting more than one on a single checkout or account – and indeed, if it results in two separate orders in your shop, that’s can be seen as just as good as getting two people to make a purchase!
