I have created a plug-in and I am trying to submit it for the first time and I always get a failed page no matter what I enter in the form!

I login and go here: http://wordpress.org/extend/plugins/add/

I can still not submit my plug-in and I have no reply from plugins@wordpress.org. What is the normal response time from them?

There’s some other issues as well. We’re looking into it. Some recent deep server changes may have made things fruity for a bit. Give it time.

While your here .. how long does it normally take to review?

It can take up to a week.
