    Scenario / Use Case:
I run a “club” which has various regions around the state. I want each secretary from each region to be able to see EDIT / UPDATE only the users which belong to thier Region. They can see other users , as per normal access, but they can only edit thier own. I dont want to make these Secretaries (ADMINS) across the entire site, but only for thier Region and thier users. Can this be done in Ultimate Member ? At the moment all our members are being managed on Excel (multiple) spreadsheet and I would like to load them all into website and use Ultimate Members to manage the members on the site, charge registration fees in future and charge membersship fees in future.

You can use Ultimate Member to manage this scenario by using UM Roles.

Each Region will have their own Role for their Users: Region A
The Region Secretaries will have the Role: Secretary Region A

With UM Roles settings you can give the Role Secretary Region A
edit/update capabilities for the Users with Role: Region A

The Secretary will see “Edit this Profile” button in the Members Directory
for the Users belonging to the Secretary and the Edit cog wheel when
    displaying the User’s profile page.
