Just not getting pages

Newish to WordPress but reasonably capable of basic HTML sites, however, I am utterly baffled and bogged down by Pages.

I put together this site and am running a news blog on it – http://www.tipperarymotorspeedway.ie

What I want to do though is run another completely separate blog on the same site.

How do I do this? The pages section of the help documentation does nothing for me whatsoever, there seems to be a large hole in the instructions that I just cant get over or round. How do I establish a permalink to enter into a menu or simply assign a url of my own? (if that is possible and it would be preferable).
