uninstallation?

i had installed WordPress and later wiped program files out in an attempt to re-install it.

wp-admin/install.php

says ALREADY INSTALLED, CLEAR YOUR OLD DATABASE TABLES FIRST!
ok, would somebody please tell me what to do? i am totally ignorant of this kind of stuff. thank you.
