Changes for comments?

I am wondering about how I can change the comments-page?
I a) where I put the comments and 2) where the comments shows, different pages?

The outlook of the “comments”-page is not at all like the other pages at the moment. What and how do I make changes?

I have no clue what to do, what do change, where to change (comments.php and/or page.php or some else page…?). =o/
