404 Not found issue

I am 100% new at this, but I have followed every tutorial to get this thing installed manually. I have had 0 success. I get this when trying to access the wp-config.php file:

The page cannot be found
The page you are looking for might have been removed, had its name changed, or is temporarily unavailable.

Please try the following:

* Make sure that the Web site address displayed in the address bar of your browser is spelled and formatted correctly.

Little help here. What am I doing wrong, or what is hanging me up? My host is 1and1. I have switched to linux host, i have uploaded and deleted 7 times now. Nothing I seem to do works.
