Sinup default form display case

Hi, If admin uncheck “Anyone can register” then my default registration form is not showing which is created by this plugin’s short code like this:

[user_registration_form id=”xxxx”]

[user_registration_my_account redirect_url=”my-account”]

Can we show this form instead of uncheck “Anyone can register”?
If yes then how?
