It’s for “Post published”, is that what you mean?

I’ve just tested this but can’t replicate the issue.
I’ve created a New Post Published notification and included the Administrator user role in the Send To field. This has two users in it. I then added one of these users in the Exclude field. In this scenario, only one notification should be sent out to the one remaining admin in the Send To field.
I tested and this was exactly the result that I got – only one notification was received to the admin remaining in the Send To field.
It might be worth making your way through this document to rule out any issues with another plugin, or theme, that I can’t replicate through my testing.

But did you have “Send to Author” checked, and set an author that is not admin? I want to send most Published Post notifications to their authors, but have some excluded. Still, the one to the excluded authors is going out — at least the copy to admin is. Not sure if it’s also actually going to the excluded authors. Thing is, the copy to admin never used to be sent either, if the author was excluded.

If not, you can download a previous version of the plugin from the bottom of this page: https://wordpress.org/plugins/bnfw/advanced/
Then you can re-test your notification to see if it works. I’m not aware of any breaking changes in the latest version of the plugin.
