Shipping Rate Problem

I use the e-Commerce shopping cart [Version 3.7.6.9] with the WP E-Commerce Weight & Destination Shipping Modules [Version 3.0]. I use the “Weight / Country and Region Shipping” and set a shipping rate for my home state (Colorado) of $8.00 and $13.50 for all other states. If a person does not “choose a country [and state] below to calculate your shipping costs” the default state is Colorado and the person is charged $8.00 for shipping even if they live in Alaska. Is there a way to force the shopper to choose a state for shipping? Or, another way to solve my problem?
