Static Page – CSS

im new in wordpress
so plz נe patient with me

i wanna make a cms-like website
i made the Settings for a static homepage

this is the markup of an example page “homepage.php”:

Now when i Preview this with my externel editor (dreamweaver cs5)
the page looks perfect css and java alike

but when i select the page template i get the page with no css and java

* i can try to use inline css but thats no a solution.
** if there are other posts the i missed the have the solution link them.

sorry for me being a Newb but thx anyway:)
