I guess you did copy & paste the HTML source of a form which Contact Form 7 generated. It can’t work. Do it in the normal way.
See the HTML source of the page yourself. You’ll find out that there is no <form> tag wrapping the contact form fields.

Nop i didn’t use the HTML source !! I did it exactly by the normal way !!
So i think it’s kind of a Bug or something else 🙁
Really? That’s odd. Then, where the <form> tag has gone?
Are you really using Contact Form 7? Did you download it from the URL below?

OK. Try deactivating ALL other plugins and switching back to the default theme. If this fix the issue, it means one of them is filtering incorrectly.

Well that worked right away ^_^ so then i try it every plugin apart to find which one caused the problem and it was this one :

I don’t need it anyway so i deleted it , but still i want to know why he’s blocking the form from working ???
