Make header section overlay page section

    I’m using WordPress 6.2.2 and the Twenty TwentyThree theme. I can’t link to the site as it’s on a local server. So I have this:

    And I want this, with the menu items in the header overlaying the image in the page. The image is part of page Template and not a header image. The idea is to have a different image on every page. Is this possible and how?

    (The lower image is just photoshopped to show what I want)
