Menus

Hi guys, please bear with me as I am learning my way through wordpress now. I was able to create a new menu, however, I can’t create a submenu. I am able to drag the box to the correct spot, but after saving it goes right back to the original position. Any suggestions as to what is causing this?

I have another website that I created a menu with submenu without an issue.
