Hey there!
WordPress has Gravatar integrated in it, so if you wish to use a profile picture, you could follow the steps below:
1. Visit gravatar.com and sign in using your WordPress account or click on Create your Gravatar to create a new account.
2. From the Gravatar dashboard, you can select the email address for which you’ll be using the image as a profile picture.
3. After creating an account, you can upload the image and go through steps like editing the image and providing an image rating as guided by Gravatar.
Also note, besides Gravatar, as the admin of your website, you can configure avatar options for your users as well. Simply log in to your WordPress site’s Dashboard and navigate Settings >> Discussion. Scroll down below until you reach the Avatar section and configure them as per your wishes!

Thank you for this reply, but how will opening a Gravatar account solve my problem? Because, you see, I already have a Gravatar account. That is how I set the avatar for my other WordPress installations.
The problem remains that in the User Admin / Profile settings, I do not have the option to to add a ‘Profile Picture’ by any means – Gravatar or otherwise. As you can see from the screenshot attached to my first post, the option just does not exist where it should be.
I thought for a second about following the second part of your reply, until I read “you can configure avatar options for your users as well.” That’s not what I’m trying to do here, I am trying to create an avatar for my silly self.
So the original question remains, “why doesn’t the ‘Profile Picture’ option appear in the Edit Profile section?” and is there anything I can do to restore it?

Also: I just checked my Gravatar account, and the Primary Email Address for that account is the same for the WordPress Admin account that does not allow me to create the Profile Pic.
So the mystery persists.

OK, my bad, you can disregard the previous.
Being OCD – and unable to rest until the obstacle in front of me is cleared – I took the step recommended in the second part of @mariustar ‘s reply and… sure enough, enabling user avatars in the ‘discussion’ settings solved the problem. That activated the Gravatar / Profile Picture option in my User Profile.
I tried to delete the two previous messages but apparently this system doesn’t permit that. So I will just make this one as ‘resolved.’
