Just follow this guide:
http://codex.wordpress.org/Moving_WordPress#Moving_WordPress_to_a_New_Server
The difference of versions is not important, as you’ll be moving your files, not installing WordPress again.
After the move, please consider upgrading as your current version is full of publicly known security vulnerabilities.
All you need is a fresh copy of WordPress the .sql downloaded from the database, ie phpmyadmin. and to make sure the wp-config is correct. That’s the 3 step “abridged” version just to help guide you. [Link removed – this is not an advertising forum.]
We have migrated the site and ran into a couple of issues. We followed the documentation noted above.
We are using the old blog for now while we troubleshoot issues on the blog at the new host. Would someone please look at this page, I do not know how to resolve the error message:
http://209.16.108.254/
Also, the support staff of the new host has warned us that our migration resulted in installing a different version of wordpress so that there are now two on the server. Is this an issue?
Thanks in advance for assistance!

A related question – how do I access the dashboard for the blog on the new server? If I replace the usual login url with the IP adress:
http://[ip address]/wp-admin/edit.php
and use the username and password for the old blog we are denied access.
thanks!
