Woocommerce Install Failed, am Unable to Fix

I tried to set up WooCommerce for our non-profit earlier this week, but I needed to get more information and the setup was not complete. Now that I log back in, WooCommerce won’t let me add any more details but clearly something is wrong and incomplete.
I went to WooCommerce Payments and it says >There was a problem redirecting you to the account dashboard. Please try again. Under Things to Do, it says “Update WooCommerce Payments Business Details.”
When I click update, I get that same page with the error up top. Under Account Details, it says “Restricted” and both payments and deposits are disabled. If I click on edit Account Details, I get that same page with the error up top. Under Payments, (/wp-admin/admin.php?page=wc-settings&tab=checkout§ion=woocommerce_payments), it says pending activation on credit card/debit card processing. Great.
But there is no way to fix that, no option to activate.
We need to get this site up and running fast. I have tried deactivating and deleting all the plug-ins and their data, well apparently that didn’t do it. I also have tried rerunning the setup wizard from the help menu. No luck there. Please help us.
