A couple of hours back the menu dropdown was working just fine on the desktop but after I enabled a couple of performance and caching plugins, the dropdown no longer is coming in the menu. Although it is visible in the editor.
But now even after disabling all plugins except elementor, the dropdown still doesn’t show.

Since you are using Elementor Pro, I would recommend you contact their support: https://elementor.com/support/ – questions about commercial products are not allowed here in the forum.

So,the developer who worked on this website previously added this plugin but I don’t think he bought a license because I keep getting a license popup. The developer is also not responding hence, I had to reach out to the forum. Should I disable the elementor pro plugin?

What a deactivation of the plugin would have for consequences I can not judge. It may be that much of the frontend is then no longer usable or you can no longer edit much. You can ask for details about this in the Elementor support forum: https://wordpress.org/support/plugin/elementor/
