user signup plugin

I am new to wordpress and will transfer my news site to WP. I searched for themes and found cool ones but none seem to have a user signup area. Can this be done via a plug in? All I want is to have users signup to my newsletter and may be another thing i want is they become a registered user for commenting etc… can this be achieved via plugins and be inserted to whatever theme i want? if so is there an example plugin? thanks
