To better judge what could be causing this, we are interested in a copy of your WooCommerce system report and your latest PayPal Payments log files.
The system report can be accessed here:
WooCommerce > Status > Get system report > Copy for support
You can copy the log files from here:
WooCommerce > Status > Logs > select “woocommerce-paypal-payments-[…]” in the dropdown and click on view.

The URL is not directly cached in the database, but at PayPal. So there is an ID in your database in a ppcp option that essentially requests the cached URL from PayPal.
One of the next updates will come with a feature to fully reset this data, if needed.
One thing you could try to potentially work around the issue:
When you are on the last step of the onboarding in the PayPal popup window, right-click on the button “Back to WooCommerce” and copy the URL.
Then paste the URL in your address bar and replace the beginning of the URL that points to the staging site with the URL to the live site.
Then open the address. Ideally, the account should be connected then.
Otherwise, if the onboarding wizard fails for some reason, you can still connect the API credentials manually: https://woocommerce.com/document/woocommerce-paypal-payments/#manual-credential-input
This is not as straightforward as the onboarding process, but also gets the job done with a few extra steps.
