If I am reading it correctly, then you are looking for the checkbox under WooCommerce -> General -> Settings at the bottom for “Add New Address as default selection”
It can either default to Add New Address or the customer’s default address.

every time if i click “Ship to a different address” your DropDown is Default “Add New Adress”. But Perfect is, if after new Order it will be Adress from Last Shipping, or if no Shipping adress as per Default than first Adress from Default.
Now i have many Adresses but every time it comes “Add new Adress”

Okay. Sounds like you want it to default to the customer’s default address instead of “Add New Address”.
To do so go to WooCommerce -> General -> Settings at the bottom for “Add New Address as default selection” make sure that it is UnChecked.

No, exactly the opposite. I would like it when a customer enters the shipping address, it is not overwritten every time with the field from their dropdown “Add new address”.
Now in the settings it shows like this:

But i have 2 Adresses for Shipping, why it comes every time Add new Adress ??? It is bug. Okay, I think I get it now. It is defaulting to the Add New Address even though “Add New Address as default selection” is Un-Checked.
I was able to confirm that is a bug in the latest version 2.2.0 with your exact setup of settings.
I checked in the development version on Github and it looks like it is working correctly in that version even though that bug wasn’t specifically addressed. A bunch of logic was changed there so it looks like it was fixed as a side affected.
We’ll try to get a new release out soon that fixes this.
2.3.0 is now released. Can you check if this fixed the issue you were having?
