Language code doesn’t change

    I need to change Language code from en to en-in for hreflang
    1
    But it’s doesn’t work. I got that result.

    What is the problem ? Why this rule work only if I have other en(en_ZA for example) but I don’t need it, it will be going on 404 page (I don’t have text for this page, but it showing in <head>).
