No inline link appears upon form submission

Hello,

I’m attempting to set up an Email Before Download form on this page: https://wacoastalnetwork.com/puget-sound-parcel-scale-sea-level-rise-vulnerability-assessment

The form is toward the bottom of the page. When I try putting in my name and email address and hitting submit, no link appears, just a message saying “thank you for your message, it has been sent.”

All of the other plugins are installed and activated. I am using the code [email-download download_id=”6653” contact_form_id=”6650”]

The download link works if I just use [download id=”6653″] and avoid the contact form.
