shipping cost by city

hi,
I’ve shipping on my website I sell only in Iraq cities I don’t ship to other countries it’s local store for Iraq cities only I need to set the shipping cost for every single city and I wanna the customer to use a drop-down menu or any other way to select his city from and see the shipping cost
we don’t use zip code or postal or any code we use city names only we have a problem with zips & postal wrong and no one every know what they’reThe page I need help with: [log in to see the link]

I understand you would like to display a list of cities so that the customer can select their city for the product to be shipped out to them.

in the checkout, there’s a drop-down for the city but before that in the cart there’s Shipping and the user should write the city not drop-down like the checkout how can I fix it or remove it from the cart and leave it only on the checkout
If you are referring to the city filed on the checkout page, it is by default a text box, not a dropdown:
