I doubled grace period as they could not enroll.
I was able to enroll as admin, no problem.

When you say the users click the button to add 2FA, which gives them the permission error message, is this on /wp-admin/profile.php? Near the bottom the button should be “Activate 2FA”, so I assume it’s that.
In my tests on a “vanilla” site running Wordfence, I set the same grace period, for the same user level (Editor) – which has never been enabled before. Upon logging in, I can see the button on the profile page, the Login Security link in the left-hand bar and am presented with the QR code for adding 2FA without issue.
Are you running WooCommerce or any other kind of user role administration plugin over the top of WordPress that might be giving Editors a different set of permissions to their defaults?
