It looks like this is the same as your other topic. The Advanced Targeting Condition (ATC) – Is Logged In and Has Role can help show the popup for administrators.

It only triggers the popup if it is a logged-in WordPress user, and has a WordPress user role administrator.

I would also suggest using the ‘AND’ operator on the targeting settings.

The ‘AND’ operator links two or more conditions together to require that each condition be true to load a popup.
