Appearance -> Menu Items not Draggable

Problem:
When going to Appearance->Menu, menu items cannot be dragged which means they can’t be re-ordered or nested.
The drag icon appears but dragging does nothing but select text.

Tests done so far:
– I have disabled all plugins and custom themes and issue persists in all three of our environments (local, integration & production)
– Issue exists for all browsers
– Tried this plugin which fixed the issue for some, it did not work for me (https://wordpress.org/plugins/enable-jquery-migrate-helper/)

When Issue Started:
– Unsure, we don’t use this customization often. It may have been broken for some time now.

We are planning on showing our site to a client and this has derailed the process. I am open to any ideas!
I can provide more specific information if needed. We are currently on WordPress version 5.9.1, but like I said this issue definitely existed before then.
