To help me diagnose it, have you, by chance, enabled the Flat Rate Services?
Also, if you are using both, Flat-Rate Services and the API Rates, USPS will return both but will reject one in favor of the other if it is cheaper for the same service.

flat rate services are enabled. It just seems weird that the API returns with a ‘default’ rate of $14.35 for nearly every geographic location east of the Mississippi. Also, under shipping zones, the lone method is USPS where the extension obtains rates dynamically from the USPS API during cart/checkout.

WooCommerce won’t add a $14.35 rate if this was not set under the shipping settings. Have you tried to run a conflict test on your site to see if this is due to a theme or plugin conflict? Read more about plugin and theme conflicts in our Self-Service Guide.
I’d highly recommend submitting a ticket with Stamps.com to check if their integration is properly configured and working correctly with your version of WooCommerce which is quite outdated. Here’s their contact page with telephone and email support options: https://stamps.custhelp.com/app/ask.
I can also see in your system status report that you have extensions purchased in the WooCommerce.com marketplace. If the subscriptions are active and you still require assistance from us you have access to our premium support at WooCommerce.com > My Account > Support.
You may need to log into your WooCommerce.com account before you can access that page.
