Same problem here. And nothing gets logged to the enabled log file.
Feeling pretty unconfident with this 1.5-star rated plugin so I’m concerned that I’d debug this then face another major headache.
Definitely expect way more from a Woo-authored plugin.

Agreed. I may switch back to WooCommerce PayPal Checkout Gateway. My only concern is that it will soon no longer be supported. Is there any other woo-backed payment processors? I’ve had stripe before but being that we’re in the consumer fireworks business, they deemed that they could no longer do business with us.

same here, some customers warning us they can’t pay, intermitent errors with this plugin have existed during the last months with no definitive solution; I’ve just decided to switch back to Woocommerce PayPal Checkout to get some time to find a definitive solution and avoid losing more sales and customers
after switching back to WooCommerce PayPal Checkout Gateway, one of our customers which was unable to pay when Woocommerce PayPal Payments was active, has finally managed to pay, so this is a clear evidence that Woocommerce PayPal Payments is not working properly

Apologies for getting to you just now.
There will be no more support for the Checkout plugin following March, but the integration will continue to work on a technical level. Only if you have any support questions, the first recommendation will likely be an upgrade to PayPal Payments.
We regret hearing about potential compatibility problems though and are glad to assist in finding a solution for you.
Though please keep in mind that similar-looking failures could have quite different causes, so every case must be looked at on its own. There may as well be three unrelated issues reported in this thread. It’s impossible to judge with the information we have for now.
We would need to know a few things:
Can you consistently reproduce these order failures on your site?
If yes, does the behavior persist with only the default Storefront theme active and all plugins except for WooCommerce and PayPal Payments disabled?
To learn more about what could be causing the problem we would need access to the checkout to examine the communication with PayPal.
