Just trying to understand your query, since Filter (Module) Block has two filters ( Primary Filter and Secondary Filter ), are you suggesting relation between them and instead of or ?

That is correct! While I did work around it with some additional menus and pages, this block single handily creates an epic store experience.
With the option to decide between (“and” / “or”) for the primary and secondary filters would be a gamechanger.
Another thing I am trying to do is adding another row to the filter column or creating two full width columns on desktop view (like the mobile option).

The Filter (Module) Block should work the same as you describe.
AND relation between Primary and Secondary Filters. The All option in the filter should work as OR for other items on the filter. I found it is not working as expected. We will fix it in the next version.
