Please enable debug mode for the FedEx plugin. To do this go to Woocommerce > Settings > Shipping > FedEx and mark the checkbox next to Enable debug mode option. As a result, you will see two custom messages in checkout/cart pages: FedEx: API request and FedEx: API response. Use Copy to clipboard buttons in both of them and add outcomes here.

thank you for providing additional information.
As the notification states, the main currency in your shop must be the same as the one set for a FedEx account. Otherwise the rates won’t show up.
Multi-currency support is available in paid version of the plugin, however, we can’t discuss details its details in this forum.
