the pay later functionality (including messaging) is a feature that is triggered from the PayPal server. The server receives details about the customer from the plugin (location, system, OS, browser, IP, etc) and decides with these details if Pay Later should be shown to the customer. More details on this you can find here: https://developer.paypal.com/docs/business/pay-later/us/
There are some settings in our plugin’s settings page that can be adjusted, but it looks like you have already enabled these. There is another field that can have an influence on this; this field is labelled “Disable funding sources”. Please make sure that “Pay Later” is not added to this field.
One last thing: Vaulting and Pay Later cannot be used at the same time.

Thanks for your assistance.
I can verify that only “credit or debit cards” is the only value entered into “Disable funding sources”.
I can also verify that Vaulting is not enabled as I see this message:
“You have Pay Later Messaging enabled, that’s why PayPal vaulting options are unavailable now. You cannot use both features at the same time.
Now, I have surveyed 5 other people at different locations (IP) using different device types (Mobile/Desktop, browsers). All of which see the “Pay in 4” option, but NONE see “pay later messaging”.
I wholeheartedly believe this is an issue, and not simply Paypal servers deciding not to serve the “pay later messaging”.
I have also raised a ticket with Paypal technical support over 14 hours ago, but have had no response.
I sincerely hope you can assist me further with the troubleshooting.

I tested it on my own testing environment, using an Australian sandbox account and VPN and got the messaging to show. Have you tried testing this with a sandbox account?
Another thing you could try is to turn off all other plugins and use the Storefront theme to avoid possible conflicts.
Let me know if any of that helps you any further.
I did take a look on your site and also didn’t see the messaging (using the same VPN).

Thanks for the quick response.
The “pay later messaging” is definitely displayed using the sandbox mode.
I have just switched it over to sandbox mode just to test again and that works.
In my opinion, this rules out a plugin or theme conflict.

I checked internally with my team and it seems that this type of problem will most likely get resolved after a few days. I was told that when the PayPal account was used with a “website payment standard” integration in the last 10 days (some form of legacy PayPal integration), then the Pay Later messaging is not displayed.
So yes, you are right: when it works with sandbox but not their live account then it must be account related. You can check with Paypal/MTS to check your account eligibility for this function here: https://www.paypal-techsupport.com/s/login/
