According to WooCommerce documentation, section Order statuses, it is an order that is awaiting payment i.e. the payment has not been initiated.
Depending on the scenario this could be possible, for example, a cash-on-delivery case.
i just want to confirm does the amount is deducted from customer account or not till yet if order is in pending payment?

A Pending order means that your store hasn’t received the payment for the product yet, because the money hasn’t been deducted from the customer’s account.
The status will change from Pending to Processing once the user pays for the product.
