simple (hopefully) question

So, I have made websites in dreamweaver before, but mostly just sites I designed in photoshop.

What I want to do is create a simple, easy to update blog. When I say blog I more mean a series of features though, as in a sentence with 5 or 6 thumbnails of photos (i would like to use light box).

All I basically want is a header image, but also want an about page, links, and so on. Maybe also a photo gallery.

what would be the easiest way to do this? I was looking at psd2css but is this really necessary?
