I will answer my first part of the question:
Language is automatically set according to the last given/chosen country in the credit/debit card option.
Is it possible after clicking “Donate Now” in the last step to be redirected to the selected PayPal page ?

Happy to clarify.
The locale of the login or sign-up page, which may have the specific country’s language available, depending on localization. If unspecified, PayPal determines the locale by using a cookie in the subscriber’s browser. If there is no PayPal cookie, the default locale is US.
This was discussed internally years ago and the decision was made to let PayPal control that.
