Exclude User Table and Function File

Hello,

I found a forum post form about 2 years ago where you said it was not currently possible to exclude a table on import. Have you been able to add that functionality since then? We have an automated process that spins up a generic WordPress install and in the process creates functions in the functions.php file to allow single sign on from another system we have. I need to exclude the user table because of an automated user setup. If that is not possible, is it at least possible to exclude a functions.php?
