create template to send selected posts to specific page

using wordpress theme as cms and want to create a template, can be based on an existing one, that will allow me to send posts (and a list of archives) for a specific category to a designated page on the site. I would prefer to have the list of archives on the sidebar, which I believe, will require a custom sidebar on this template. our site is http://www.aofta.org
