Hi,
please try the following cases :
1. disable cache plugin , access a page thrice , record the TTFB , calculate the average
2. enable cache plugin , access the same page as 1) , as cache miss , record the TTFB, then purge cache, access again , record the TTFB , repeat this thrice and get average time
3. please export your current setting and reset to default (which I think you are default already , but just give a clean status) , and repeat same process as 2)

When i take the above your steps, i realize the cause was ESI.
If i use shortcode [esi rvx-woo-reviews cache=”public” ttl=”0″], TTFB average time is 6.5s, shortcode [rvx-woo-reviews] TTFB is only 5s.

yeah well , ESI is like a separated individual request , it also depends on how many times your server takes to process
without ESI , it’s like 1 request only
with ESI , it will be 1 main request + 1 sub-ESI-request , so it takes more time.
