Currently, within the new checkout block which is under development, there is no functionality that would allow the block elements to be rearranged. Version 2 of the checkout blocked codenamed i2 is currently under development and this will separate the elements of the checkout page into separate smaller blocks.
When i2 is released you should then be able to rearrange the areas within the main checkout block. Whilst we don’t have an ETA on the release of the new block it’s currently something that is going through the internal testing process.
I’d bookmark this site as the new block structure will be announced there when ready for public release.
