    With version 3.9.5.1, I have to enable Manage Options in User Role Editor, then Editor users is able to create new downloads. Without that, only Categories and Tags menu are available. But then, there are other WordPress options make them confused, mistakes can happen.

    Is there anyway to keep the “old way” in version 3.9.4, that Editor users don’t need to have Manage Options permission?

    Hi, in version 3.9.5 the following was introduced.

    The “Downloads” menu in the admin dashboard is now only available to site administrator roles.

    That means only administrators can see and manage the download menu.
