Woocommerce checkout Paypal before I publish my products.
Just to mention, WooCommerce Payments is a different payment gateway from PayPal (it’s powered by Stripe). Thus, the Paymentsmenu item on the WP-Admin dashboard will be present normally if you have the WooCommerce Payments plugin.
For a guide on testing PayPal, could you kindly share with us the name and author of the PayPal plugin that you’re using?

I was testing the card payment and it seems the creation of a PayPal account is a requirement. How can I change that?

Yes, a sandbox account is required. I recommend following our documentation on testing in sandbox.
