Previous posts not appearing

I have my blog set to show 10 entries per page, but the previous_posts_link does not work. The page number increases, but the same items appear. How can I navigate to previously posted post in a custom page template? (There are about 20 posts, and when I set the number of posts to display at 20, they all show up, but not when I try to use the “previous posts.) The site is in Japanese, so it probably won’t help to post a link, but this is my code:
