User registration for viewing private data

New to WP, and not fully aware of its potential, or the range of plug-in options available, so heres what I’d like to do, then know if its possible, and if so, how easily.
One site administrator publishes content, but that content is only available to a single user, for example, a school administrator, is publishing content on each and every child in the school, but only the official registered parent of that child is able to view the content for their child. All the rest of the site is public access, general knowledge, but once a registered parent is logged into the site, their particular content is made available.
Is WP the right tool for the job? Anyone done something like this similar?
