How to get the all WBS options for custom order_id (title, label and etc)?
$order = wc_get_order($order_id);

You can call the calculate_shipping() method of the ShippingMethod class in WBS. More details on how WooCommerce Shipping Method API works in general: https://docs.woocommerce.com/document/shipping-method-api/.
