    As per the installation guidelines, I placed the contents of the downloaded tar file into my web hosting root.

    Reading through Hardening WordPress, it suggest to move the wp-config.php above the directory containing the wordpress install?

    Can anyone clear that up, am I correct in assuming in this scenario this change is not applicable?

    If WordPress is installed in your web-root folder, meaning wp-log.php is in your web-root folder, then you can’t really put wp-config.php any higher up the directory structure.

    That statement is wrong–you could put wp-config.php one level above web-root folder is you had WordPress installed in web-root.
