[Plugin: Fast and Secure Contact Form] Can not deactivate plugin

Tried to deactivate the plugin but it won’t deactivate. Also tried to delete short code but it would not allow me to remove it. After I physically deleted the short code and then clicked the update button it came back with the shortcode still there. What’s going on???
