Checkout Field state show as optional

I would recommend using either of the following plugins, which can help you edit and mark the field as “required” or “not required”:

Just to mention, as explained in this thread, you might want to enable the option “Enable required validation override for address fields” in the plugin’s Advanced Settings tab.
