Just to check, which option have you set as the Default customer location in WooCommerce → Settings → General?
Further, are the shipping options shown when customers enter a billing/shipping address?

the Default customer location is “Shop base address” (has always been like that)
When am referring to Shipping i mean the Shipping methods like Pickup / Delivery etc..

I appreciate the screenshots, they give a better context to the issue.

If your default customer location is “shop base address”, the expectation is that the shipping section on that cart page would be pre-populated with shipping calculations based on your shop’s address.
Since this is not happening, there could be a conflict between WooCommerce and your theme, plugins, or custom code. I would suggest that you follow this guide to see if you’re able to identify the cause: https://docs.woocommerce.com/document/how-to-test-for-conflicts/
* As part of the conflict test, be sure to comment out custom code you might have added to your site.

If there was any conflict, would it not be there in all situations?

With conflicts, there’s quite not an easy way to tell since they come with unexpected/unpredictable behaviors. The only way to know more is through testing.
I’d recommend that you perform the test to check further. Hopefully, we’ll have some insights to move forward with.

hi @abwaita all conflict tests were ok. I then rechecked every single setting in woocommerce and there a tickbox about when the shipment option is calculated and it was ticked off. Funnily enough it still works differently when you are logged in, hence all the confusion created.
So now it is all sorted – thanks for the followup mate
