No, there is no option to display a list of all authors on one page and as I know WordPress doesn’t offer such a feature by default.
But, there seems to be a plugin that could do this – https://wordpress.org/plugins/authors-list/

Instead of adding a plugin site-burdening, could you add this feature in your theme in the future?

Unfortunately we won’t add this future to the theme simply because we don’t want to bloat the theme with too much extra functional that is not widely used.
